Hourly exists only as a fallback for unscoped advisory, quoted in ten-hour blocks so nobody watches a meter. If the scope changes, the number changes in writing, before the work does.

What You Won’t See
Hourly invoices for scoped work. Surprise line items. A number that moves after kickoff. If it isn’t in the quote, it isn’t in the bill.
